Why I was charge $0.5 for receiving msg

According to pay-per-use rate, "Inside Canada $0.30 per message to Canadian numbers and $0.40 per message to US or international numbers. Outside Canada $0.00 per incoming message and $0.75 per sent message."I don't know why I was charged that.

Please everyone be aware I have been recently scammed by Telus mobility. I received the offer of a Family plan with 4 lines for $ 180.00/monthly.The first bill came $ 498.00 and they are saying this is correct.And are really charging me that!
