I’m not sure Telus currently has the means to restore a phone when you are out of country, whether using a physical or e-SIM, as to my knowledge, they still mail e-SIM code to subscribers. Your question has been escalated to Telus staff.
Have you called the organization you signed up with? When I had EPP, all transactions occurred through the EPP supplier contracted through my employer.
To my recollection, step 3 can only happen if the number is still attached to your account, and will result in the automatic closure of the account from which the number is drawn.
Has she tried using Wi-Fi calling on her phone? It connects to any Wi-Fi network she has access to, and routes the call through it, instead of the cellular network.
