I would like to cancel my monthly plan. I am currently not in Canada so the Telus phone number does not function, and the phone number is linked to another account. But I have linked my credit card and I have the SIM card right now. Is it possible to cancel the monthly plan using this information?

You can use Skype to call toll free numbers.
Is there a Telus number associated with your phone AND the account you wish to close?
Have you access to the account number, or current invoices?
