Also the Quebec government put some limitations on them and put them in their place a few years back. They are the ones who made carriers do device balances so you didn't pay more than the phone was worth. I think they also made the carriers unlock phones but I am not sure on that one. And to the above Videotron is big there and serious competition. That's why Manitoba also has better deals because they have MTS.
