Are there current IMAP email issues?
Currently I can't get my email via imap on windows or ios devices. But, occasionally it works and will sync, but then it fails for another hour. The web interface always works. Is there a separate status for telus imap email, even though it is hosted on gmail? I notice one of my accounts works when the other doesn't, and I don't know how to track down the issue since it will suddenly start working again, and then fail just as suddenly (0x800ccc0e on outlook win, fail to sync on ios).

Hi lmn19 - Typically an issue like this is fixed by deleting the email account off the client you are using and re-adding it. When you do add it again, it will ask you what kind of account it is. Typically if you continue as a Gmail account you shouldn't need to make changes to incoming or outgoing servers.
Can you try that and let us know if it works? These are hard to troubleshoot since you mentioned that your email works if you check it through your web browser so the focus is on the email client

Hello,
As I said in the below replies I did remove and re-add my account on iOS and the problem was still there, on both iOS and Windows for a few hours yesterday. Do you know if account specific imap connections can be temporary blocked for any reason (too many connections from multiple clients?) or how to know the reason of a failed connection when it occurs over many clients on different devices? My mail is currently working, so I'd just like to know for the future.

Google mentions that too many client connections at a time can cause a connection failure. See the troubleshoot problems section here:

I'm not aware of a way to check the status of IMAP.
I use both Outlook on Windows and Mail on IOS with IMAP and they've been working fine for me.
Google upped the security requirements to access their mail servers and older versions of Outlook and IOS needed to be set up with an App password:

iOS 26 Mail and latest Outlook 365 "classic" both use oauth2, and since they both had the issue I don't think it is a software issue.
I wonder if there is a blocking issue-- too many imap connections trigger a temporary imap lockout? I don't know how to tell if such a limit has been hit since the 0x800ccc0e error in outlook or failure to sync in iOS gives no information on why it is occurring. Or maybe it is something else? I don't know how to see the reason for the failure, and that is the most frustrating part of it. It just works sometimes or it doesn't, and then goes back to working again, and it is just the one account, while others are fine.

I don't believe there is any type of blocking for IMAP connections.
Possibly an account/profile issue. It might be worth a try to remove and add the account back.
