You'll need to be much more specific. Which west coast servers? Which game? Console or PC? Do you know where the servers are located or the server IP addresses? How are you determining latency? In game or a different way?
From my past experience with certain PC game servers located in California, the latency to them was higher in general. There's no direct route to California so there are a lot of intermediate connections between Canada and there. Some of the east coast server, especially in Chicago have lower pings because there is a fairly direct route within the Telus fibre backbone that has an end point in Chicago.
