Actually the issue is my plan was not-sharable which means the data is only for the cellphone itself, not shared with any other devices. I misunderstood it. I though me and my wife who has the same plan with Telus under the same account can not share the data between us.
I upgraded my plan to unlimitted which cost me extrac $50 a month and the issue was gone automatically after I rebooed my cellphone.
I should have asked what exactly "not-sharable" mean before I switched to Telus. I definitely need hotspot when I am travleiing with my laptops
