Put it 20’ away on the upper floor, and see if the throughput changes. It may be worth trying to run an Ethernet cable to the lower floor.

It is but depending on the materials in your floor and walls, it could be impeding the signal. You should try moving it around downstairs to see if it can get a better signal elsewhere.
