Asking for ID over the phone

Out of curiosity, what is the reason that when you phone in to set up a new account they ask for several pieces of ID including, in my case, drivers license and passport # to check your credit score, but when you open the account online you only need to provide your license # (if you have one) and address? I wasnt comfortable giving the Telus rep my passport number over the phone and he got really angry (I was being very nice!). I decided to open the account online and noticed it doesnt ask for the same info/ID requirements. Just curious what I'm missing since he was really mad that I didnt want to give him my passport #. Thanks!

You only need to provide ONE of the government approved forms of ID. I believe it's a CRTC or regulatory requirement as other carriers have the exact same ID requirements. Unsure why the rep would be pushing so hard for the passport if you had already provided a driver's license.
