I have two users on my mobility account that I want to remove so they can set up their own accounts.
Can I do this online or do I have to visit a store or be on hold forever.

I'm assuming they want to keep their current numbers. The simplest way might be to set up a prepaid account for each, and port the numbers there (you can't port from post-paid to post-paid). Once the pre-paid accounts are set up, the owners can do as they please, including setting up a new post-paid account. See this page for porting an account.
