I am looking to change a rate plan while I am under a 2 year contract (with a device). I spoke to one of the customer support person on the chat and they said it can be done without changing the contract. I later called to get this changed and support person helping me on the phone said this will incur penalties and I have to first terminate the current contract, pay of the remaining device balance, and then only I can get the new rate plan. Trying to know if others have change rates plan while on a contract.

I am not in a contract, and I wanted to change my rate plan to a lower-cost alternative (I am paying for 20GB per month when I use less than 2GB). Even though the lower-cost alternative plans are advertised on Telus' website and even though I am not in a contract, I was told by the Telus agent that I was not allowed to change plans. I was basically told that if I wanted a lower cost plan, I would need to switch my service to another provider. I would think if one is in the middle of a contract it would be just as difficult if not more so to change rate plans. ☹️

In the past, the subsidy on the device is tied to the contract (and monthly costs) so you would need to cancel your current contract with any penalties, and start a new one. I expect this is still the case.
Once the contract expires, you go on a month to month rate plan. At this time you can effectively cancel the month to month by meeting the requirements of the new plan, which sometimes includes a new device, unless you choose a bring your own device plan. Often, a new plan costs more than your current plan.
