One UI 3.1

Hello everyone.  I have a Samsung Galaxy S10+ running One UI 3.0.  One UI 3.1 has been out now for several weeks.  I'm wondering why version 3.1 isn't available here in Alberta with Telus yet.  Is it a Telus problem, or is it a Samsung problem?  I'd sure like to know.  Can anyone fill me in?
