How unlock a Telus apple and how much is it?

Hi, my friend would like me to unlock her phone, it is currently locked to telus. What is the procedure for having it unlocked and how much is it?

I believe under CRTC rules it's supposed to be free, but I think Rogers was saying you had to be clear of a device balance before they would unlock. I don't think Telus said something similar, so you might be in luck. Your friend will have to call, but you could be there to help her.
