Stream+ still not activated after 6 weeks

I signed up for stream+ over 6 weeks ago. My visa was charged but it still shows as payment in progress. It's been so long that I've already been charged for a 2nd month. I am unable to cancel stream+. Just shows as payment in progress.  I've been on the phone with telus numerous times, escalated and created ticket and was told it was a cloud bss error sodp-12596. But there is still no resolution. I was told I would be contacted by the cloud team directly within 24 hours. That was 5 days ago. I called today for an update, and got the run around. told it's still being worked on but I don't see how it can take this long.
