OK well that was a failed experiment.
I finally got all the green lights going back and forth from the house to the shop, connect the STB to the extender using the supplied cable and presto, the TV came up, everything worked but the pic was frozen, then would work then froze. Speed was just too slow for streaming. Most times the app on my phone didn't work, it would time out. The one time it did work it showed 20Mbps. I tried messing with it for about an hour but it ended up being a waste of time.
I'm sending it back.

We had a lightning hit a tree about 30 feet from our house a few years ago, took out my sprinkler and septic controllers as well as our DSL router (back than) and a bunch of other things so I put this unit in connected to the panel I'm guessing this might be why the powerline WIFI didn't work.
I emailed TPlink, they recommended the EAP225 WIFI extender. It can be setup in "repeater mode" so it will take my WIFI and boost it for longer range. I'm just not sure, my signal is at 74% where I'd mount it bud don't know if it will put a signal stron enough to go through my shop walls 140 feet away'
