Shady scamming practice

Nov 29: order placed for 2 lines for Telus mobility, with sim card and phone. Was told plan fee starts when lines get ported over

Dec 2: received sim cards and ported 2 lines over

Dec 5: received first bill for service from Dec 2 to  Jan 1, AND prorated service for Nov 29-Dec 1. 

In what world does Telus think it is legitimate to charge for services when no service was provided? The 3 days between Nov 29 to Dec 1, my service was not with Telus. The sim cards were in transit. Why does Telus doing these shady practices to scam consumers? Order date does not mean service start date!
