The Software Updates page is the best place to watch. It hasn't been updated since Dec 31st so as of that date there was no indication of a future update yet.
There is an article on Mobile Syrup from 2 days ago that seems to indicate that it may be available in Canada, at least on an unlocked Z Fold 3 that was on Koodo, so it may be soon for the rest. Samsung has pulled many updates before due to problems. The Fold 3 included. None of the carriers have the updates listed on their sites yet.

yes thank you, i knew all of this. the only souls that can clarify is telus, and i am not great at watching an updates page... BUMP please.

A bump isn't going to make it happen any faster. Samsung is painfully slow with updates, especially for Canada. Additionally the software updates page is where Telus does clarify when the updates are happening.
