In my case I am dialing a number that isnt in my contacts. I am in the USA. I am dialing Canada. I type in 1–555-555-1212. I see a weird and useless pop-up (see above). But my solution (also above) fixes it.

If it's a legit call from Telus it will probably always show the same phone number on caller ID. You should be able to just block that one number - problem solved. But many of these calls are from scammers. I get a call from "Westjet" all the time ...
