What was previously on the wall with the hole in it, and where is an electrical outlet in relation to it? It appears the outlet is on the opposite wall.

@Lindar Security panel must have being there. Your ONT and modem router are elsewhere for the wifi. All they did was splice the house wires together. Did you cancel your security program. Bad mess not to be left like that. To be noted telus does not do interior wiring. You could put a round junction box in the hole with a cover plate with wires inside.
