How to actually get service after 3 days of nothing

Our Internet and TV have been down for three days. My wife has contacted Telus in every way possible and they keep giving her the run around. We live in a building in a dense urban area, they say there is an outage but it is the one she reported! No one else in our building is having issues and a neighbor said when this happened to them someone came the same day and flicked a switch to fix it in under 15minutes. They say technicians have been deployed on the website but the manager said no one from Telus has showed up at all the past 3 days. How do you actually get things fixed? How long with no service before we can cancel? No customer service seems to care and it takes hours for any callback if you're lucky enough to get an option. So frustrated.
