Telus has cell coverage in quite a few remote communities in BC and AB. The problem with Stewart, BC is that it is about as remote a town as you can get. it is quite likely the infrastructure connecting the town would have to be upgraded on top of the logistical problem of getting equipment and labor up there to install anything. The cost would be very high.
