You need to have more than data roaming off to avoid roaming charges. You want to have your device in Airplane Mode and then turn on WiFi to avoid roaming charges. WiFi Calling doesn't always work outside of Canada. If it does, it should treat your device calls as if the calls you make and receive were as if the device was in Canada.
