Can data be shared across two phones with one using only data?

I want to use an old iphone for data use only. Is there a way that I can share my existing data from my account on this phone? I don't want another telephone line or new account, just use of data on the old phone.

You need that phone to have a physical account and a shared data plan.

Or do you mean that you want the old iPhone to have access to the internet? If it is while separated, no. But if you are both in the same vehicle or close together, you could setup a Hot-spot on your phone and the other can connect and use your data through the wifi connection.
