Give Telus Mobility a call and they can enable it.

For myself, I got myself a $5 phone card and call a local number, from there it allow me to call the world affordably.

You can do it from your online account, unless it requires for a deposit, but if you have good payment history for at least 1 year it might let you from your online account. otherwise, you can just call *611 and look for the option!
