While picture messaging (MMS) does not use data, it does require a data connection. If you have a plan that includes picture messaging, you still need to enable your data connection briefly in order to download the image. Another possible reason for your issue is that the images are only stored on the Tells server for a limited amount of time. If the image has already been removed from the server, you will not be able to download it.
