Smart Steering on Extenders

I have two identical Actiontec extenders, WEB6000Q, running the same firmware, v1.1.02.22.
They are both connected to the same Actiontec modem, T3200M running firmware 31.164L.18. Smart Steering is enabled on the T3200M.
The first extender has Smart Steering enabled and is running the same SSID network name as configured on the T3200M. The second extender is still running different SSID network names on each channel, 2.4G and 5G. "Smart Steering" does not even appear in the Wireless Settings menu (it does on the first extender).
How do I get Smart Steering enabled on the second extender?
