If your new cell plan is on contract, and especially if it included a new phone, cancelling it will likely incur penalties.
The Internet for Good program is specifically just for internet services. Not mobility. Telus does have Accessible Rate Plans for mobility and home phone services but you'll need to contact them as outlined on the page. Eligibility criteria are also on both pages.
