SpeedTest Results fine, but Upload is very low on Fibre Gigabit plan in most tests

Just wondering if someone can chime in here. I used Telus Fibre for about 9 years. Never had any hiccups until I moved cities into a condo. For the first few months it was great, after that its been problematic.

 

According to speedtest.net the connection seems to be working fine as long as I ping the Calgary server, if I ping any other city it bounces up and down quite often. 

 

Testmy.net sometimes shows a good result at 140Mbps (I never saw anything higher here) but then would drop to 35-80 Mbps

 

Google Drive sometimes will hit about 500-600Mbps which was what I would normally get but it would drop to 100-300Mbps at random and will now stay there.

 

BackBlaze seems to cap out at about 280Mbps where as I have read others report maxing out the connection using it on the gigabit plan


YouTube is the same as Google Drive

 

I have gone to running a perf3 test via this command line "iperf3 -P 60 -c 84.17.41.11 -n 10240M" (server location is in Seattle) and it seems to successfully max out my upload speed as I should be getting.

 

I have had numerous techs over (The first two really didn't know much about my concerns other than the speedtest result was good) the last one I had over was very knowledgeable, cleaned the fibre connection, reterminated etc etc. It worked normally for a few hours but then went back to being what I call unstable.

 

I am just wondering if anyone else has experienced this? According to Telus I have talked to before the provisioning is right, but it does seem like something else is wrong. This is my first time using Telus Fibre in a Condo and it seems to be on GPON (Max plan we have is the 1.5/940) I have changed DNS to Google's and Cloudflare's and it sometimes work and sometimes doesn't. I am currently running a new TP Link 2.5GB switch connected to the 10GB port on the NH20A (Both PCs have a 2.5GB Nic card), which came in after as Telus thought that was the main issue behind the random issues.
