Community Power UserCall Control is a feature of call display. If one is working, both should be.
Why would call control be a feature of call display? Call control should block a call before it gets to the call display phase (between 1st and 2nd ring). The whole idea is to stop the call before it gets to your phone so you never even know it is coming in.
