Optical out on some Samsung TVs are fixed volume. Try using HDMI connected to the HDMI (ARC or eARC) port on the TV if it supports it.

Does the volume control work for the speakers of the TV itself, when not connected to the sound bar? If so, look more closely at the sound bar settings, as the optical connection should simply replace the speakers of the TV, as far as Optik is concerned.
