After last update-cannot send/recieve texts without data on while away from home and no wifi

Ever since the last major update, my spouse and I have to have our data on when we are at work to send/receive our messages???

When we are at home with our wi-fi, no issues. Does this mean that when we are somewhere with no wi-fi that we have to have data on??
