Hi, spark sampler was an ancient package for basic web browsing, MSN messenger, music and few others before the 4G network. It was for the previous network and only on CDMA devices. These package became expired early 2011.

I consider it to be junk.
It is an old thing that was meant to generate revenue and allow third parties to sell you on the ancient mobile web.
With the modern web on your smart-phone, it is no longer relevent.
An old Generic description:
