After 3 months, of non use a prepaid SIM expires, and the phone number is returned to the pool for reuse. I believe post paid accounts follow a similar path, and once fully suspended, the SIM and account will cancelled, and be no longer be usable. A new SIM and number will be needed.

Prepaid or postpaid?

Usually prepaid is $20, with a $20 in credits once you register. Postpaid usually are $15.

Telus and Canadian companies just love free money!  Without enough complaints to your MPP to force changes to the crooked Canadian system of doing business with consumers.  Don't expect anything to change outside of the greedy getting greedier.
