From Telus system there is no way to block specific numbers at the moment but there are 3rd party apps that you can get on your phone. such:

What phone do you have?
On my Blackberry, I assign nuisance numbers custom ringtone that's super quiet so it never disturbs me.
Too bad I couldn't forward those nuisance calls to a 1-900 number that charges $1000 a minute to better educate their unwanted contact.

I'm only familiar with Samsung phones. The S line have auto-reject and call blocking for nuisance numbers calling you, and spam assignment for nuisance numbers texting you. The phone features work much the same as the apps listed above.
For Samsung S3 and 4, and possibly 5, if not exact, then it'll be similar:
To assign a number as spam, in your message window (with the message open), touch the menu key --> touch 'mark as spam'.
For call blocking: go to Settings --> My Device --> Blocking Mode -- and set what works for you. In this area you can also disable notifications 'always', or set disabling for certain times. You can reach Call Blocking from your notification panel as well.
You can auto-reject a number permanently after it's come in: go to your phone log, touch and hold the offending number, and then touch 'add to reject list".
You can also add numbers to your reject list: go to Settings --> My Device --> Call Settings --> Call Rejection, and then follow the instructions for adding numbers you want automatically rejected when they come in.
Note though, all blocked or rejected calls will go to voicemail, and I don't know of any app that works consistently to stop that. Maybe someone else knows.
