iPhone X was stuck in dfu mode and can't get out of it in normal ways. It comes after using a data recovery app to retrieve deleted photos from it.
It is currently with iOS 11.

Have you tried to exit DFU mode using: For iPhone 8, iPhone 8 Plus, and iPhone X, quick-press the Volume Up button, then quick-press the Volume Down button, then hold down the Side button until the device reboots.
Were you trying to figure out how to open .HEIC files on Windows 7 by any chance? Also, only iOS 11? You're missing a rather long list of updates.
A lot of the computer applications out there that claim to be able to recover deleted photos from a phone just cause more problems. There is also a prolific amount of spam out there for a ton of questionable applications that claim to be able to do various things on both Android and iOS. Some apps are fake and just want your personal information as well. Some will just wreck your phone.
Just hope you haven't corrupted iOS or the firmware on the phone with that "photo recovery" software. If that has happened you will likely need to do a full iOS restore on the iPhone through iTunes which will mean you'll lose all the data on the phone. Worst case scenario, you may have to take it to Apple to be fixed.

I did that and it still can't reboot normally.

The "recovery" software may have fried something. Basically the only option left is to reinstall iOS from scratch through iTunes if it lets you. You'd lose all data on the phone. Barring that, you'll need to take a trip to an Apple store.

Where did you get this "Recovery "software ?the culprit is this tool,Maybe it carries some virus,While you were using it, however, it gots into your iPhone.
I used to use some data recovery software for my iPhone , but there was no such problem .
Please continue trying to restart your iPhone (Hold Power + Home button) Or take it to an Apple store.
