My iPhone 4S does not have Siri installed. Do I have to take my phone back to the relays store or can I install it myself?

Actually Siri is not an app, it should come installed on your phone.

To use it, you must have Data or in other words on the top of your screen have 3G.

You might restore to manufacturer to ensure your phone will work properly and would be great if you can make sure to have updated your IOS.

Siri is baked in to the operating system, and should have come with the iPhone 4S. It is not an app you can add, so if it is not present (press and hold the home button to check), forcing an update or restore of your iPhone through iTunes may fix the problem.  Else take it to the vendor for assessment.
