Pay and talk phone and using Apps

I have a Samsung pay and talk phone and I want to download and use apps.  How do I do this?

Do I use data ? and if so what is the cost?

You would be best to do it while connected to Wi-Fi. You can purchase data add-ons through the My Account interface, or through your phone.

If you use pay-per-use data, the price is extremely high.

lol to be precise the pay per use cost is $2 per 1mb. 1gb would therefore cost $2,048 if you were determined enough to keep topping up.
