i have deleted all contacts on the person I do not ever want hear from, some how he is still getting through and emailing me how can I block my email from him so he can't get a email message to me?

Deleting contacts from your end will not prevent anything from being received by your email. The sender still has your address and can send whatever they want. As for blocking, that can be complicated depending on who/what is sending the email to you and what you are using to read / access the email.
1) Is the source of the email a person or is it a spammer?
2) What email are you using? Telus webmail? Outlook/Windows Mail? Hotmail/Live/Outlook.com? Gmail? Other?
If you're getting spam or generally unwanted messages, most methods of accessing or reading your email have an option to report the message / sender as spam. This may take multiple tries before it finally sticks, assuming the spammer doesn't send from multiple email addresses or fakes the sender's email / information that you see.

Further to @Nighthawk comment, if you block such email from your computer, it would also not show up on your mobile device. It is often easier to add an email to a spam or junk list from the computer interface than the mobile one.
