So I tested my download speed with the mode utility tool on a wired connection and it's giving me 7MBPS, My plan is supposedly for 75, turned off all wireless functions, any suggestions before I wait for 3 hours on the phone?

Have you tried using the speed test on the Telus My Wi-Fi app? This tests the speed directly between your router and the Internet. If you get poor results there you will need to contact Telus. I would suggest using the Chat function as I generally find it faster.
