We have vacation property in a neighborhood that just recently received PureFibre service. If we wanted the service, the only option right now is to sign up for a monthly plan, and the cheapest rate plan is $75/month. We typically visit the property only during the summer, so it doesn't make sense for us to use this plan.
I'm suggesting that Telus offer a plan based on a pay-per-use model, similar to what we have with BC Hydro. The plan would charge a fixed amount per gigabyte used. I know Telus tracks usage since they know when customers exceed their monthly allocation, so this should be relatively easy to implement. I expect such a plan would include a one-time installation fee and maybe a small monthly maintenance fee.
