I just changed a Nano sim card from Micro card. I have already had a telus account but I didn't actvate it right away. How can I do it at home?

I get my new SIM card and activate it yesterday. But just miniutes after the activation I was charge $0.40 for an International message. I am sure no message was sent in or received. Does some one know what is wrong with it?

Is this $3 rate plan mandatory? I have this plan automatically added either and I totally don't like it.
