I was charged for 2 inbound calls on Dec 5th but I didn't make or receive any call at the indicated times. No any record on my phone either. What could be the possible reasons for it?

I was charged 8.25$ for 911 fee on March 1st. I was charged before is because I didn't have any balance left then, I think. Why I was charged 8.25$ for 911 fee and is it mandatory to pay?
We have a new Telus white cylinder. I am trying to login the admin panel (192.168.1.254), but the default admin password(the one at the bottom of the cylinder) doesn't work. Resetting to factory doesn't help. Know what is the problem? 
According to pay-per-use rate, "Inside Canada $0.30 per message to Canadian numbers and $0.40 per message to US or international numbers. Outside Canada $0.00 per incoming message and $0.75 per sent message."I don't know why I was charged that.
