As NFtoBC said, depends on your phone. If you're transitioning from an iPhone to an Android this is an extremely common problem as all of the messages are still routed through Apple's servers.

Hi mduff, the advice from my friends will help if you have an Iphone. If you don't, it may be something else. If you have an Android device, go in your messages, choose the conversation for this person. In there, press on the menu key of your phone and search for a block/reject list. It happens by mistake sometimes.
If you can't find it, do a google search like this: How to (unblock or remove from reject list) and enter the name of your device.
