Have a travel pass and cannot access my voicemail or make a call to Canada from my cell

Are you using +1 as the dialing prefix instead of 1? That may be necessary. You should be able to access your voice mail by calling your number in that same fashion. Also check in ‘My Account’ to confirm your plan includes international calling ( needed to make calls from outside Canada).
