I believe that Telus does encourage it.
The number they use is not a standard telephone number and is specialy allocated therefore the provider must be aware of the scam going on.

Basically its a service like daily horoscopes/jokes etc. that charge you a fortune for that kind of thing every month, its not something Telus offer and its up to you to stop it (text STOP to the #).
