Network connection Italy

My wife is currently in Italy, using a Galaxy SIII.

I purchased the $50, 30 day combo for Zone 1 Europe for that phone.

So far she is unable to connect to the network and use her phone other than on WiFi.

Any suggestions?

To clarify.... where is she in Italy?  Is she in an area strong with cell coverage or a rural location?
