My husband is getting lots of texts from 9999999999 & wants it to stop but replying doesnt help

For starters.... do not reply to spam or unwanted texts.... this just verifies your number is an active number to be sent MORE spam.
Telus does have a way to report unwanted texts.

Telus webpage says forward text to ... but my phone Telus galaxy S4 does not have a text forward function.
So.... How do I forward the message, How do I stop these **bleep** texts?

It does! I have the same phone. On the screen where you would read/reply to texts tap and hold the spam message bubble. A menu will pop up with various options. One of them should be Forward. Select that option and a new window will appear. In the enter recipient text area, type 7726. In the body of the spam message, just add the word spam at the start(I also add a space after, don't know if it makes a difference,) then click send. Almost immediately you should get a response from telus' system informing you they received it.
