Improving Building Coverage cost

If someone wants to improve coverage in an old building?  Who pays?


The building requesting the service for signal repeaters?  Or Telus who will benefit with more subscribers?


What about offering TelusDirect?  Is the property owner paying to offer the service?  Or is Telus paying to use the property?

AFAIK, Telus picks up the ADDITIONAL costs of supplying a second point of presence for TelusDirect, if the commercial operator has already installed Telus Services.


For Cellular, I expect additional pico sites would be added depending on the number of subscribers expected to be gained.
