I cannot activate the CAN-US plan for my account. It says "Cannot display the offer at this time"

Hi there, 

I am trying to activate the promotion CAN-US that ends today (Jan 4th) - the $80 for unlimited data for US-Canada.  However when I log in to activate it, it says "Unfortunately, we cannot display the offer at this time".  How do I fix this?
