No one here can give you an answer for infrastructure issues. To install a tower it can be complex. If their application is accepted by the town / community, then it comes down to if they have to install new infrastructure / fiber to the town to provide sufficient service for the tower. If the funding is there, it might be months to a year before the tower gets installed. Since Hope is relatively close by I'd suspect there is a better chance of getting a tower.
Telus used the BC goverment funding a couple years ago to put towers on highway 5 north of Kamloops. Nearly continuous service from Kamloops up to Little Fort BC. It's a microscopic town but it has a cell tower. As do Clearwater, Blue River and Valemount.
