More than likely not due to the Telus grey market device policy.  I tried my 8T+ 5G from T-Mobile with a friend's SIM on Sunday and could not get VoLTE provisioned, even after using an app to toggle it on without being provisioned.  This device worked for two years on Telus before it was deprovisioned and I was told it was due to the grey market device policy.  When I upgraded to an s23 Ultra from T-Mobile USA, I was told the same thing by a Telus Senior Network Engineer after providing them my device IMEI's.

I'm in a similar situation also using an 8T. Can you clarify what do you mean you were told the same thing regarding the s23 Ultra? Even after switching to the S23U, you still don't have IMS registration?

I purchased my s23 Ultra from T-Mobile USA because they gave me a great deal on it.  The Senior Network Engineer asked me to send him the IMEI's for the device to check on his end to see if they could be provisioned, so I did.  He specifically told me, my s23 Ultra would never be provisioned for VoLTE, VoNR. And VoWiFi because it was a US model. 

 

I used the device on Rogers with no provisioning issues at all.  Even the 8T works on Rogers if you use an app mentioned in the Rogers forum (the name of it escapes me because it has been forever since I have used my 8T now) to enable VoLTE and VoNR.  

I see, thanks for clarifying. I've tried the Shizuku method but doesn't work, as with a few others on Telus. Not sure if it's because I'm on Android/Oxygen 14 whereas most who have had success were on previous versions. Can't register the IMS.

I don't know if Pixel IMS from the Play Store works with Color OS (Oxygen OS), but that might be worth a try.

Depends on what you mean by work. You will likely not be able to use WiFi calling or VoLTE but regular phone calls and mobile data will work.
